Martin Tomlinson

Chairman, CSO
Known for developing Tomlinson-Harashima Precoding, Martin’s expertise is data encryption, error correcting codes, and wireless and satellite communications. He is Emeritus Professor at Plymouth University’s Centre for Security, Communications and Networks. Martin was an investor and a director of L3-TRL, a leading cyber-security company providing the UK’s only high-grade hardware crypto. He previously worked for RSRE (now Qinetiq) and oversaw the NATO 4 satellite programme.

Andersen Cheng

Andersen has considerable experience in venture investing and incubation, achieving significant growth and exits for several high-tech companies including L3-TRL. He was COO of the Carlyle Group’s European venture fund, a founding member of LabMorgan (JP Morgan’s e-finance unit), and JP Morgan’s European Head of Credit Risk Management.

CJ Tjhai

Chief Architect
CJ is an expert in error correcting codes, cryptography, digital signal processing and wireless communications. He developed Post-Quantum’s cryptographic, secure messaging, and authentication technologies. CJ lectured at Plymouth University and participated in government projects on secure digital signal processing, including secure video signal smoothing for an IED disposal robot programme.

David Askey

Dave oversees Post-Quantum's technology stack and product offering. He brings a wealth of experience from seven years at Goldman Sachs, where he was an executive director, holding a variety of roles from electronic trading to emerging markets. Dave was CTO of FX and blockchain start-up Tramonex, responsible for the complete technology stack, as well as architecture, development, and operations.

Thomas Barker

Head of Blockchain Technologies & Backend Infrastructure
Thomas brings real-world blockchain expertise to Post-Quantum and develops the backend infrastructure. He was Chief Software Developer at Bullion Vault, where he was responsible for infrastructure and transaction handling. Before this he held senior developer roles at Zopa, and gained derivatives programming experience at Morgan Stanley. Thomas has a BSc in Computer Science from Warwick University.

James Berrill

Head of Market Intelligence & Research
James is responsible for Post-Quantum’s research in new market trends, product development, and positioning. His experience ranges from analysing cyber threats for Oxford Analytica to developing start-up accelerator programmes within Level39. He has also advised on digital transformation with a boutique consultancy, worked on a TED Prize project, and written for WIRED UK. James holds an MSc in Security Studies from University College London and an MSt in Medieval History from Oxford University.

Vladimir Ignatov

Quorum Access Specialist
Vladimir is responsible for the development of Post-Quantum’s quorum key-splitting technology. He brings over 15 years’ programming experience in the financial services sector, with specialisms in trading automation and machine learning. Vladimir has a BSc in Physics and an MSc in Mathematical Methods of Economics from Moscow State University.


Tom Glocer

Former CEO
Thomson Reuters
Mr Glocer is the former CEO of Thomson Reuters. He is a director of Merck & Co., Morgan Stanley, Publicis Groupe, Linklaters, and the Council on Foreign Relations; a trustee of the Cleveland Clinic; a member of the Columbia College Board of Visitors, the President’s Council on International Activities at Yale University, the Business Council, the Atlantic Council International Advisory Board, the European Business Leaders Council, and the Madison Council of the Library of Congress. Mr Glocer holds a bachelor’s degree in Political Science from Columbia University and a J.D. from Yale Law School.

Brian Snow

Former Technical Director
Mr Snow is the former Technical Director of the NSA. He was the first Technical Director appointed at the ‘Key Component’ level at the NSA, and the only technical person to have served across the three Technical, Information Assurance, and Education/Training Directories. Mr Snow was in charge of cryptology and has many patents, awards, and honours attesting to his expertise. Since his retirement in 2006, he has been a security and ethics adviser, and a leading voice in highlighting the unintended risks of quantum computing. His secure system designs focus on confidentiality, integrity, authenticity, availability and non-repudiation. Mr Snow obtained his BS and MS degrees in Mathematics from the University of Colorado.

Kevin Covington

Business Development Adviser
Mr Covington has over 30 years’ experience in financial sector technology, specialising in trading and payments connectivity. He is ranked by Institutional Investors as a top 40 global influencer. Mr Covington was the CEO of ITRS, a Carlyle-invested financial services software provider. He has also held various solutions management and technical roles at BT, Syntegra, SG Warburg, and Dresdner Kleinwort Benson. Mr Covington has a BSc in Electrical and Electronic Engineering and an MBA from Greenwich University.

Hugh Cumberland

Business Development Adviser
Mr Cumberland has over 40 years’ experience in wholesale capital markets, and is a noted author in cutting edge financial services technologies. He specialises in trading automation, electronification, and connectivity. Mr Cumberland has held various product management and project leadership roles at Colt, BT, Banque Indosuez, Charterhouse Bank, and SWIFT.

Brian Daly

Business Development Adviser
Mr Daly is an expert in digital and card payment processing in both e-commerce and Face to Face environments. Previously Mr Daly worked as Head of Innovation at MasterCard Payment Gateway Services, sourcing disruptive technologies and working with them to enhance the Digital Payments ecosystem. As well as mentoring at TechStars and CyLon, Mr Daly has founded and managed several start-ups in the mobile coupon, card transactions, and digital payments space.

John Power

Strategy Adviser
Mr Power is an angel investor who takes an active role in guiding and assisting his investments. He is a Portfolio Manager of HBK and was recently a director at Achievement Asset Management. Previously Mr Power held various public and private equity investing and trading roles at Saba Capital, Taconic Capital, and Morgan Stanley. He has a BSc in Finance from University College, Cork and an MSc in quantitative finance from University College, Dublin. Mr Power has an active interest in the development of cryptography, quantum computing, and blockchain, as well as their impact on finance and data security.
